  • Analyst – Onboarding Process

Roles and Responsibilities:

  1. Manage the technical and business/operational aspects of registrar activation and authentication..
  2. Assist Senior UIDAI government officials in creating proposals, RFPs and other required documentation.
  3. Create analytical models and do in-depth analysis for the multiple businesses the UIDAI ecosystem seeks to create and foster
  4. Create Registrar models to assist scaling to UIDAI’s annual goals for Senior UIDAI government officials and assist the registrars with Strategic
    planning factoring UIDAI’s needs, constraints  
  5. Credibly represent the UIDAI tech team in dealing with government, enrolling agencies, ecosystem partners and other stakeholders 

 

  • Manager – Enrollment Process

Roles and Responsibilities:

  1. Design standards and guidelines to implement the enrollment process consistently across the country.
  2. Build processes and setup a team to continuously monitor the performance of enrollment agencies and make appropriate changes to the process / system to maintain desired service level.
  3. Partner with the teams working on Registrar Onboarding,  Biometric Verification, Technology Data Centre, Logistics and Helpline to build an
    integrated process incorporating needs of all the stakeholders.
  4. Develop process and operational guidelines for use by the various project partners and implementing agencies.
  5. Define efficiency and effectiveness metrics and setup measurement systems to track and control these.

 

  • Manager – Logistics

Roles and Responsibilities:

  1. Setup the Logistics process for the Unique ID Authority ..including the process to provide first mile and last mile connectivity for enrollment.
  2. Define standards for the following processes:
  • printing and distribution of Application forms to all Enrollment agencies
  • collation and transport of memory sticks / CDs with applicant data to UID validation centres
  • printing and distribution of Enrollment letters for every ID that is created

    3.  Partner with the teams working on Enrollment and Helpline to build an integrated process incorporating needs of all the stakeholders

    4.  Define efficiency and effectiveness metrics and setup measurement systems to track and control the above processes;  setup  adequate backups and disaster recovery systems for the above  

    5.  Identify and build network of Service Providers who will partner with the UID to deliver the above processes

 

  • Manager – Data Centre

Roles and Responsibilities:

Overall ownership for all deliverables relating to the Data Centre to be built for the UID authority, including the following :

  1. Single Point of Contact for the setup and functioning of the Data Centre for the UIDAI…including dealing with all the issues of the
    collocated data centre that will be run in partnership with a service provider (MSP)
  2. Assist the E&Y team in the RFP process  and validate/review the design of the data centre – electrical, mechanical, civil  etc. and setup
    processes for overall monitoring
  3. Monitor the delivery schedule and timelines for the Data Centre space hiring and make first level observations, get iterations done as required and monitor for closure
  4. Anchor the process for UIDAI to setup its own Data Centre…assist the DDG and work with CPWD / consultants as required
  5. Enable setting up of a robust business continuity and disaster recovery process including inspections / surveillance plan / building security
    plan, certifications and acceptance of Data Centre etc.

  • Manager – Helpline Operations

  1. Setup the Helpline for the Unique ID Authority to respond to queries and complaints  relating to the enrollment process
  2.   Define standards for the following processes :
  • queries from residents on the eligibility /requirements of the enrollment  process/updation process / status of application etc.
  • complaints from applicants on the process / enrollment agency etc.
  • queries and complaints from enrollment agencies
  • queries from Civil Society Organisations

    3.    Partner with the teams working on Enrollment, Biometric Verification, and Logistics to build an integrated process incorporating needs of all the stakeholders

    4.   Define efficiency and effectiveness metrics and setup measurement systems to track and control the above processes;  setup  adequate backups and disaster recovery systems for the above

  • Manager – IT Systems

Roles and Responsibilities:

Overall ownership for all deliverables relating to IT Systems for the UID authority, including the following :

  1. Single Point of Contact for managing the IT Systems (hardware / network) for the authority.
  2. Review, validate and verify the technical and functional requirements planned by the E&Y team for setting up the IT Systems infrastructure.
  3. Assist the E&Y team in the RFP process for procurement of hardware and networking infrastructure and validate/review the specifications
    and standards for the same.
  4. Manage the costing and budgets for the procurement of IT Systems.
  5. Manage the inventory of hardware and networking infrastructure that’s procured and plan for AMCs. 

 

  • Manager – Vendor Management

Roles and Responsibilities:

  • Support the Authority in formulating an end-to-end procurement planning framework;  Develop standard contracts, RFP, LoI, purchase orders, work orders, and other relevant guidelines
  • Support Authority in vendor evaluation and contract finalization
  • Develop and establish procurement monitoring Mechanisms; Prepare tenders/ RFPs for procurement of IT and non-IT infrastructure in the Authority and manage the tender process
  • Monitor budget utilization and analyze variance to take corrective action
  • Liaise and negotiate with vendors and contractors for critical procurement assignments 

 

  • Senior Manager – Application Software

Roles and Responsibilities:

Overall ownership for all deliverables relating to the application software to be built for the UID authority, including the following :

  1. Single Point of Contact for the ASDMSA in assisting and troubleshooting in resolution of issues relating to maintenance of a development environment,  including systems and procedures for source control, for UIDAI’s software building, testing, and document management
  2. Partner with the teams working on Registrar Onboarding, Enrollment, Biometric Verification, Logistics and Helpline to build an integrated
    workflow incorporating needs of all the processes into the UID application
  3. Keep an inventory of software licenses bought by the UIDAI and own the process for ongoing  renewals/ upgrades etc. including AMCs
  4. Monitor the delivery schedule and timelines for ASDMSA’s deliverables, evaluate if it meets requirements, make first level observations and get iterations done as required and monitor for closure and acceptance of deliverables
  5. Manage the release of upgrades and setup process for version control for the same

 

  • Senior Manager – Project Management & Monitoring

  1. Develop and establish a suitable project monitoring framework under guidance from the Authority
  2. Review regular progress assessment reports with qualitative inputs and flagging off any deviations/ issues that would need to be looked into
